Professor Frankino received his A.B. and J.D. from Catholic University of America. At Catholic University, he was a member of the Catholic University Law Review and was elected to the Order of the Coif. Before joining the faculty in 1965, Professor Frankino was a Teaching Fellow at Northwestern University School of Law and an Assistant Professor at Catholic University of America, Columbus School of Law. In 1971, he became Dean of Creighton University School of Law. He then served as Dean of the Columbus School of Law and the General Counsel of Catholic University of America. In 1986, he returned to Villanova and served as until Dean 1997.

Professor Frankino’s research and teaching interests focus on education law, conflicts of laws, and contracts.
